IOLC decided to have an archbishop who will be a manager of the church. Some churches has just one bishop who are the manager, other – president or general ordinary. In the IOLC it will be archbishop.

For to elect an archbishop, IOLC must have at least 5 bishops with at least 3 communities in each diocese. Until that time acting archbishop will manage the church.

John Lowson was elected as the acting archbishop and manager of the IOLC.
